Quiet CPU Cooler for i5-3470

Are you constrained by the case dimension that you'd choose the NH-L9i? Bigger heatsinks are usually more silent as it has more surface area to dissipate heat. If case size isn't a constraint, Thermalright HR-02 is a better choice. It doesn't get any more silent than being a fanless passive cooler.

Does i5-3470 need larger heatsink like NH-C12P SE14? I think the temp is fine with Intel stock cooler. So NH-L9i is the preferably choice?

It doesn't need that much cooling but the goal was to reduce noise. The Noctua NH-L9i is supplied with a 95mm 3kRPM fan which even though is made by Noctua, I doubt it will be that silent compared to a stock Intel cooler. You could do the same or better for less by using CM Hyper212 Evo. Again, provided that you aren't somehow constrained by case dimension.
 
What is your case? L9i is meant for very tight environments, i.e. cramped mini ITX cases. You can get much better performance for the money as long as space is not much of a concern.
