Since you want such low noise levels, you need to get a steel case with implements for quiet components (120mm case fan mounts, rubber washer mounts for drives, etc.). Look for an Antec SLK-3000B-- It has those things.

It is one of Antec's new line of cases, complete with the new design TruePower 2.0 480 watt power supply, which has the latest connectors and two 12 volt rails. It is quiet, too. $139 for a top quality case and power supply seemed pretty fair to me.
