I'm looking for recommendations for long lasting 120x38mm quiet fans, 4 pin.

Preferably something under 30dba out of the box. NOT thermally controlled. Any suggestions? Something like the fans that came with my Cooler Master Cosmos 1000.

I know of no case that comes with 38mm thick fans - all are 25mm. The Cooler Master fan kits that I have in my listing are dual ball bearings and should be long lasting. Click the link in my sig, below. The mediuim speed Yate Loon from Petrastechshop.com should be a good, budget option. The Panaflo 120x38mm fan should also be long lasting due to the modified sleeve bearings they use. Cooler Master used to sell "rifle bearing" fans which have bearings similar to the Panaflo - hard to find one to buy though. The Scythe Ultra Kaze low or medium from Jab-Tech.com should be a good, quiet fan but it may not be as long-lasting. Only 30,000 hour MTBF. Plus you can get the exact fan that comes with Cooler Master cases (r4-s2s-124k-gp) - SVC.com sells them in a 4-pack for ~$20.00 - regularly on special for $10.00 for the 4-pack. Lots of places sell them for less than SVC right now - see Froogle.

I'm using something that might be just what you're looking for - Scythe Ultra-Kaze Low

38mm thick? - check
quiet? - check
non-thermally-controlled? - check (it's a regular 3-pin, but also comes with a Molex adapter)

Noctua makes some premium silent fans as well. Expensive, but generally spec'd slightly higher than competing high-end designs at the same noise level. Now I've never actually used one, so I can't vouch for the accuracy of the specs.

Why do you want quiet 38mm fans? Most manufacturers who focus on quietness [Noctua, Scythe, Yate Loon, Nexus] focus on quiet 25mm fans, and very few make 38mm fans that are quiet-oriented. Most of the time people buy 38mm fans when they need maximum performance, not minimal noise.

every thing of using a fan controller (sunbeam rheobus is a great one) to control faster 120x38mm fans so u have the option of turning them up for high airflow when needed? yes, u can turn them down to being ultra quiet @ 5v also
