Quicklaunch Taskbar turns clear!

So every so often my quicklaunch taskbar which is set to autohide and is at the top of my screen turns clear and I cna't see anything in it. All I can see is the bottom line of it. The line you'd drag to resize... A restart brings it back, but that's quite annoying! Anyone heard of this before? Have any thoughts on fixing it?

I'm using XP pro with sp2 and I just reformatted my harddrive 2 days ago, so it's still pretty clean.

Any ideas?
 
And on a related sidenote, is it possible to administer "ontop" preferences? I have my quicklaunch toolbar set to "Always on top" and I also have Winamp set to "always on top". But I want the quicklaunch bar alwasy be on top of winamp, but winamp generally takes precedense and is on top of the quicklaunch bar.

Anyone have a solution/idea for either of these 2 issues?
