i just reinstalled last night, and for some insane reson i cant put shortcuts in the quick bar on the bottom left.
at first it said 'cant make a shortcut here, do u want to make one on the desktop'. now when i drag something over it, the circle crossout never goes away and i cant do anything.

i dont get it. there a some things i use a lot that id like to have there.
is there and exe or some other main file that allows it to work. i always go through the windows dir and del the little sounds, bg's, and txt files when i fresh install. i guess i could have accidently got something else
 
Check this IIRC: right click just to the right of the Start button, scroll the mouse thru the menu until another menu sildes out, make sure Quick Launch has a check mark beside it.

the quicklaunch bar is there.
i just cant add shortcuts to it.
it doesnt acknowledge things i drag over it.
 
Try adding a shortcut to this location:

C:\WINDOWS\Application Data\Microsoft\Internet Explorer\Quick Launch

Also make sure that none of the folders in this path are set as "read only". If a folder is "read only" then you can not add shortcuts.
