I can get a Microsoft Windows Vista Ultimate Upgrade edition at a steep student discount. It's only 32-bit though.

I've heard that if you contact Microsoft and say you already have a 32-bit version of Vista they can send you a 64-bit upgrade CD for like $10? Is this true?

This edition is not OEM. Is there basically unlimited new computer installs then (provided that they are not installed at the same time)?

Yes, there are two versions of MS Vista Ultimate with different retail prices:
for 32-bit processor, clean version: 399.00 USD
for 32-bit processor, upgrade version: 259.00 USD
for 32-bit processor, OEM version: 190 USD
for 64-bit processor, clean version: 499.00 USD
for 64-bit processor, upgrade version: 259.00 USD
for 64-bit processor, OEM version: 200 USD

So for 10 USD there is not any version.

Gah, original post updated to be more clear. I mean if I buy the 32-bit version can I later call MS and ask for a 64-bit version upgrade CD for an extra $10?

The reason I ask is because the place that gives the academic discount only sells 32-bit versions of the Vista Ultimate Upgrade for $100. This price IMO is REALLY good, but I NEED 64-bit, and I'm really hoping I can upgrade this 32-bit version to 64-bit.

If your school doesn't know then call MS and ask them, educational discount license restrictions vary from school to school.

That doesn't make any sense. Vista Ultimate comes with both 32-bit and 64-bit media. I don't see why the 64-bit full version would be $100 more. In fact, I've never seen any advertised "64-bit" retail versions. Ultimate retail is both 32- and 64-bit, and the other Vista versions are 32-bit in the box, and require ordering a 64-bit DVD.

And I've tried the School version and it didn't work.

So you have to own the 32-bit version first (have the CD key) in order to check if you are eligible for the 64-bit upgrade? There isn't a way to check before purchasing the 32-bit version?
