I have a DSL and Cable line, and I need to know how to utilize it so it uses both dsl and cable line at the same time so I can surf and download faster.

With XP you can bridge two NICs together into a single connection. Kinda like the shotgun technology for dialup modems.

i just tried that on mine- bridging a wifi signal i'm getting with my local DSL, but the bandwidth test has the exact same result, even though independently they're both about as fast as what i'm getting when they're bridged.

it doesn't help downloading unless you use a downloading program that pulls from half the file from each server.
