Does a locked multiplier on a CPU prevent you from lowering it as well as raising it? I know the definition of "locked"-just want a confirmation if true.

You cannot adjust the multiplier. (PERIOD) if it is locked. However, you can adjust the front side bus as much as you like (of course, you mobo has to support the different FSB settings.)
