I know that increasing voltage increases heat generation. However...

If after increasing the voltage on the CPU, the temperatures remain at tolerable levels, can the voltage itself, on its own, harm the CPU?

yes.

the gates will oxidize faster and your cpu will die sooner. thats all there is to it.
