Quick question about thermal grease/paste

I just got my cpu today and I'm wondering if it is necessary to use the thermal goo on it before I try to boot up?

Is it a retail heatsink? If so, retail heatsinks come with a pre applied thermal pad. If this is already on there, do NOT use thermal paste.

I have the retail heatsink, but am planning on installing my zalman 7000 on it.
