Quick question about pc booting up

So I have been putting together my new build today, it is as follows
Asus P5E X38
OCZ Reaper 2x2GB 800 MHz
Samsung F1 320 GB
Tagan BZ 600 W
LG DVDROM
Antec 900

My gtx 260 is due in a couple days time, and in the meantime I wanted to try my components, however upon pressing the power switch nothing happens, the PSU doesn't start etc, so basically my question is: is the situation I'm experiencing normal due to the lack of a gfx card or did I mess something up?

Please, please tell me it's normal....

Edit: Strange, I screwed in the remaing screws on the HDD suit and put on both sides of the case and it turned on no problem. Hmmm

I concur, something is shorting out. need to find out what before you destroy all the hardware in the case.
