quick question about DVI cable

I have a quick question about connecting my dell laptop to my dell 2405 via a DVI cable. I know a long time ago it was unsafe to connect a DVI cable to a computer while it was turned on. I was just wondering if this has changed. Can i attach my laptop to the monitor with the DVI cable while the laptop is on, or should i be turning the laptop off first?

how about connecting with an S-video cord, should i be restarting here as well, or is it safe to just connect while the computer is on?
 
Ideally you'd have everything off before making connections like those. I've never been one to follow that rule though and with countless display connecitons over the years I haven't damaged anything.

I think in some cases though in order for the display to work correctly you have to restart your system.
