If a motherboard's memory standard is DDR3, can I still use DDR2 in the slots?

Nope.

Edit: Can't use DDR1 either, if you wanted to know.

If you currently have DDR2 and are considering DDR3, here is a motherboard that might be of some good value to you:

GIGABYTE GA-P35C-DS3R

It supports both DDR2 and DDR3 (not simultaneously though).
