Because typically you aren't going to take an expulsion to the USSC that's why. Freedom of speech LIMITED as well. Certain things are not protected.

Yes, you are absolutely allowed to say you dont like the current administration. However, if you got up in front of the class and said "lets violently overthrow the government", that is not protected. However, if you wrote "I think the government should be violently overthrown" in a test pamphlet, you are likely to be safe, as there was not sufficient audience to act on your remark.
