Can things against the government that one writes as answers on a standardized test be used against that person as the basis of an investigation/prosecution/expelling?

Fighting words
Commercial Speech

Yes, you are absolutely allowed to say you dont like the current administration. However, if you got up in front of the class and said "lets violently overthrow the government", that is not protected. However, if you wrote "I think the government should be violently overthrown" in a test pamphlet, you are likely to be safe, as there was not sufficient audience to act on your remark.

especially a threat against the prez or VP. secret service WILL investigate these.

Well "things against the government" is a little broad don't you think? Be hard to know if it was protected or not.
