that's what i'm thinking. you still would be prompted to login in safemode as well.

If you boot up in safe mode, you still have to log into the machine, unless there is no password set for the administrator account. Set a password on the admin account, the person then has to resort to more creative ways of breaking in.... (still not very difficult to do if you have physical access to the machine).
