I have data thats in a horizontal row, but i want it to be in a vertical column.

I tried referencing the first cell in the row (b$1) but when i drag the formula down it won't increment the b....

any ideas?

Are you saying you have a row of cells that you want to put in one column instead?

Select the cells in the row, click Copy.
Somewhere outside the area you just copied, click the cell you want to be the upper-left one for the paste. Go to Edit -> Paste Special and turn on Transpose before you click OK.
