This is funny because the whole "shutdown properly" thing starting with Win95. DOS NEVER required a "shutdown".
 
Obviously there is a way to do a software power off. There is probably a DOS utility out there in webspace to do it, try one of the Simtel mirrors.

Just a note of caution here: You do mean to ask how to shut down from true DOS, right? You wouldn't want to shut down from a DOS prompt within Windows by hitting the power button. Hey, I've seen it done before. 😉
 
FYI, the program I linked to above DOES work...it truly does give you a softpower-shutdown-from-DOS. It's called "atxoff.com", and does the trick nicely, and fast! cool...
