Earlier this year I was able to use a cheap boost mobile Android phone as a tablet without activating it.

I just realized, this may not be the case with all Android phones out there. For example, I just found a Virgin Mobile Android phone that has much better specs than our current "tablet", and was thinking of getting a couple for my kids. However, I'm just not sure if the ability to use a phone as a tablet with no phone service is standard in the world of Android phones. I'm interested because a true tablet with similar specs seems to cost twice as much.

Can anyone confirm either way? Thanks in advance!

In general I would say that all of the android devices out there can be used as a wifi device only.

You have to be more specific though. Which phone are you thinking about to be used as a tablet? And what tablet are you comparing it with?

Virgin Mobile, HTC Desire 510

Our Current phone/tablet specs:

screen 3.5", 320x480 res. (165 ppi density)
1GHz single core cpu
half Gigabyte of RAM
1.5 Amp-hour battery

HTC Desire 510 specs:
screen 4.7", 480x854 res. (208 ppi density) (roughly 1/3 increase screen size)
1.2 GHz 4 core cpu (? maybe almost 4x processor ability)
1 Gigabyte of RAM (double)
2.1 Amp-hour battery (40% increase)

Specs may not look that great to some of you, but it would definitely be an upgrade for us, and HTC Desire 510 is under my $50 max budget.
