I believe it means you haven't enabled showing your profile. Click the profile tab, then click the Personal Options tab at the top, or better yet, click this link directly to that page. The top two check boxes are Profile Visibility and E-mail Visibility. 🙂
 
hmm, still confused, sorry! i see topics that you can rate but i don't see a way to rate a user? also, i was testing out the "Rate this topic" and accidently gave a Terrible. how do i undo that or redo or give another rating? i didn't see a way. thanks.
 
I'm not positive about the forum software, but I don't believe that thread ratings impact on user ratings... The user rating is a relic from the past. The software was "broken" in regard to the user rating - a few people figured out a way around it and despite the 1 though 10 ratings, people ended up with negative a few thousand ratings.
