Questions about Power Supply Sizes I can use

My office system is a Dell Optiplex 990, i7 2600, 16 GB RAM. I have a Radeon 6450 minimalistic GPU which came with the system and want to upgrade it.

I will need to upgrade the power supply but am finding that Dell's are problematic with respect to fitting in replacement ATX supplies like the Corsair Gold 650 Watt 80 Plus which I want or something of similar qualiity.

It's just a cm longer than the stock Dell PS, but is 1.5 mm greater in height than the Dell Stock Supply. Dell really limits the space for such Power Supply Upgrades. Is this typical and how can I get around this "right size " issue?

Which Dell Optiplex 990 form factor, is the small/slim one?

If so, its minimal size prevents upgrade to a suitable PSU for a higher end gaming video card. Also considering this factor the system won't have been set up with sufficient cooling for higher powered parts, the solution is to buy a new case that's compatible with the motherboard and that takes a standard ATX PSU.
