Is a 1.5v reduction on fans a big noise loss?

Reason i ask is because the fan controller i 1.5 over what i can run (i can run 5, its at 6.5).

I think it greatly depends on the fans. For me, 1.5v does not reduce the volume all that much unless it is between 10 and 9, then there is a HUGE drop in sound on my Panaflo M1A 120mm. My Enermax 120mm seems to scale down more uniformly and there is only a great reduction over 5 volts.
