Question Regarding Co-Worker's PC

My co-worker has a gateway, about 3 years old.

Lately he's been having this problem where if he restarts the pc he has to restart it twice, because the first time it just hangs, then if he pulls the power cord, and then restarts it will come up to windows and perform just fine.

I'm wondering if you all think it's his power supply or caps on his mobo going bad? I will help him build a new pc if it's hopeless, since I don't know if you can replace a mobo in a gateway or replace the power supply. like i said it's about 3 years old, i think he's got a p4 in it.
 
You can "see" bad caps. Open the tower, and look for buldging, or exploded (crusty) caps.
When I see power supplies go bad.....the machine does nothing when you press the button. Completly dead.
 
Ok, I guess I'll have to go to his house and take a look. He was just asking if I knew anything that could cause that the other day & thought I'd ask the forum.
