i have decided to go with 2 fans on a radiator in push pull style. my question is i have 2 different fans one has 108cfm and teh other has 78 cfm. which one should pull and which one should push?

I beleive this would cause unnatural wear on one of the fans. I would just buy another fan (either 108 or 78 CFM).
 
If you HAD to do this, I think the high CFM should push, the low CFM should pull. The high CFM will get some backflow because a rad is hard to blow through/easier to pull through, so in the end the air that the high CFM fan supplies to the low CFM pulling fan might be enough or a little bit more, causing the low CFM fan to spin a bit faster, which shouldn't be too much of a problem.
