http://tinyurl.com/6xdkf7, which should be able to handle an HD3870. A quick search did reveal to me that the first version of the TP 430W only outputs 20A on a single 12V rail.
The HD3870 doesn't need much power. The HD4800 series needs more power, and the 9600GT uses a little bit less. You might as well get an HD4670, as it uses the least amount of power and is only a tad slower than an HD3870. Oh and start saving some money for a newer, more efficient power supply, because the TPII 430W isn't very eco-friendly compared to new units.
