In my link, it says the rates apply to couples who use the respective methods as their primary means. Meaning human error plays a part.
At any rate, pulling out is one of the least effective means of birth control... discounting human error. Simply because while human error can be minimized, pre-cum cannot.

Lets look at your numbers. No method: 85% get pregnant. Withdrawl: 27% get pregnant. Pregnancies down by nearly 4:1 ratio. That has a significant impact. Anything with a signficant impact is at least somewhat effective. It is better than nothing. Of course, other methods are far better.
