Question on Paypal's "free" account receiving limit

Hello,

I was wondering if this receiving limit is reset after each month, or does it build in value by $100 each month since you first registered? I am trying to avoid upgrading to their premier account and it seems as though I have been receiving a ton of money lately through the free account without problems.

If you receive $20, you'll only be allowed $80 for the rest of the month. However, if you send out $20, your limit will jump back up to $100. However, the limit won't ever go above $100.
