Well, that means that Windows XP 64-bit Edition doesn't have the necessary drivers included to configure whatever device it is that isn't working.
Can you expand Other Devices? There should be a specific device that has a yellow question mark on it, like USB Hub Device or something. Is there a specific piece of hardware that you know isn't working at all or properly? If so, the drivers for that are your culprit and you'll have to go to the OEM to see if they have Windows 64-bit drivers for the device.
