How exactly does the government deal with this? Do you get to pick your legal birthday or reap any other kinda benefits from it?

My ATOT birthday is the 29th so now I'm officially a year-old member. But how does it work with real life?

So that's all? 3/1 is just automatically their birthday? Do they get like some kind of a check or tax deduction every four years for being special?
 
my friend was born on the 29th. he turned 21 and couldn't buy alcohol until today. always the day after.
