Question for T-Mobile users: What happens if I get voicemail after one ring?

I'm trying to get a hold of someone right now, and the only way is through cellphone. They have T-Mobile, and are using an Ericsson T610.

Everytime I call, after one ring it goes straight to voicemail. Does this mean their phone is off? I used to get this, but their phone was on, and the call would log to their phone so they know to call me back. I've tried leaving voicemail, but they never check it

I just don't wanna call anymore if I keep getting logged; I don't want them complaining to me about getting 10 missed calls just from me.

Anyone know if my call will get logged onto their phone, or will I have to keep trying my luck later tonight?

My phone doesn't log calls if it's off.
