You definitely do not need a dog. Not only will it be miserable living where it never gets out, but if it is a noisemaker (as many smaller dogs tend to be - you don't want a big dog in a small apartment), your neighbors will hate you. Rethink your pet scenario, and go with something less demanding.

If you are going to do it (which you shouldn't), you should get two dogs, and you should pick a breed that doesn't need a whole lot of attention (i.e. english bulldog)

No. Why should he even think about two dogs when he won't even be responsible enough to care for one dog?

No, dog for you OP. If you can't take care of a dog's basic needs of going out in the morning, during the day, after dinner, before it goes to bed. Get a cat or volunteer at your local animal shelter walking their dogs on the weekends.

Because dogs also bond with each other. Like I said, he shouldn't do it, but if he does, pick a breed that doesn't require a boatload of attention/exercise, and get a second dog so they can keep each other company.

QFT, littermates or not kittens will form great bonds with each other.

They will have days they spend alone and days they play together.

I adopted 3 littermates.

The up-front costs are a bit higher (three spay/neuters, etc)...but most vets will highly discount bringing in more than one animal at a time as it's easy for them to hit them all with shots at the same time.

We are taking ours to the vet again Friday, along with doing our own physicals.

A dog would be miserable with 12 hours days alone even if you had more than one.

a saltwater aquarium is another option. And the fish are a lot more interesting than fresh. and they aren't as had to maintain as some would let you believe.
