Question about xbox live points across different accounts

Kind of a dumb question, but not really sure how to google it. I have a main xbox live account, that I use on my xbox. My friend has 1600 points on his own xbox live account on his own xbox, but since he doesn't play it anymore, he's giving it to me.

Now I am sure all I need to do is recover his live account on my own xbox and the points show up and I download arcade games that can be played on both accounts, BUT I'm actually looking to use his points for DLC content which I think would probably be linked directly to the account.

So basically, what I want to do is recover his live ID on my xbox HDD and use the points available on his live account to download DLC content that I can use for save files from my account. Is this possible?

Points and DLC are attached to the account. I don't even think you can play his downloaded games from his account while logged in to your account, but I may be wrong.

DLC is tied to an account and to the console it is purchased on. If you use his points to buy DLC or Arcade games on your console, you can use that DLC as long as you play only on that console.

In fact, once you transfer his account over to yours, you should be able to use the license transfer tool to transfer the licenses for any DLC he has downloaded to your console.

Thanks a lot for the info Queasy, but I'm a little confused the bolded point. I was looking specifically to download the costume packs for street fighter. So as long as I downloaded it on my personal xbox console using his xbox live tag, the costume packs would still be accessible when I log onto my live ID tag correct?

Can I transfer DLC from one platform to another? I played Fallout 3 on the PC, and bought Operation Anchorage and The Pitt for the PC with my Xbox Live account. Fallout 3 is considerably more buggy on the PC then on the 360 so I've considered picking it up for the 360, but I'd want to be able to xfer the DLC to the Xbox.
