Question about wireless billing

A neighbor who is currently vacationing in the Dominican Republic called my friend on her cell phone here in Utah. My friend was wondering if she'll be charged some exorbitant fee now. They talked for over twenty minutes.

Anyone know how this will be billed? She has Cingular, I believe.
 
It'll be billed as a normal 20 minute phone call. The long distances fees will be paid by the person who placed the call.
