Question about when to put fans on Cpu heatsink

I need to mount two fans to my xigmatek in push-pull configuration. Is it safer to put the fans on before mounting it on the motherboard or afterwards? Thanks, I just don't want to make a mistake.
 
I think it depends on what's easiest. I normally mount the heatsink first, but when I installed my xigmatek HDT-S1283, I figured putting the fan on after mounting the heatsink would be too hard, so I put the fan on first.
 
I just mounted one fan and was a PITA
I have needle nose pliers and still almost tore off the end of a bottom mount..

Push the fan tight to cooler and pull the end with pliers at the same time...

It might be a bigger pain to mount the cooler with both fans..

Try getting to screws with fans on cooler while on a table before you try it on the CPU
