is there a way to see the ip of users who have signed up or visted my board?

There should be an option within your admin control panel.

yeah you should be able to search by IP, partial matches and everything. There's a "mod" button on the bottom of forums (usually) which will take you to (usually) http://forumurl/modcp/ where you can find quite a few tools.

It displays the last known IP for that member. So... it updated everytime someone visits.

There should be an option for you to display their IP whenever they make a post. That'll be the IP they posted it. Otherwise, you oculd check the access logs.
