I rarely use long quotations, and I left my writing handbook at home. When you have a quotation that is longer than 4 lines, I know that you indent the whole section (and take it down a font size), but do you still enclose it in quotes?
Nope, no quotes. Use the same size font, but single space it, indent on both sides, and leave one line above and below the block quote blank between the rest of the text.

I like using block quotes. They make my papers look more impressive. And they also make my paper longer without me actually needing to write stuff.
