Question about underwear at massage place

So I went to get a massage at this place a while back. The lady tells me I can have my underwear on or off, then leaves the room while I get undressed. She comes back in and I have the towel over my midsection. She actually lifted the towel to check if I was wearing underwear or not. Why? What's the point of making underwear optional? Unless you thought you were getting a happy ending (this was a hippie white chick place, not "asian massage parlor"), what would be the benefit of freeballing it?

How much would that cost? I have never gone to one and if I did i wouldnt go for a happy ending just wondering. How many places actually do that? I always thought it was just a joke most of the time
