question about tv tuner cards...

Do tv-tuner cards work w/o a cable connection? (since I dont have cable...) Also, if they do, how do they get the signal... do I just hook up an anntena to it or something?

I have found some descramblers but they were for the PAL format no the NTSC that North America uses.

There are software decramblers that will work work with alot of pc tv tuners that are on the market. If you search hard enough you wil find one that works.
