Here is the scene in question, as explained on Movie Spoilers:

"Jordan is set up with the wire to bring in his partners. They all cheer for him upon his return. He goes to start with Donnie. Jordan slides him a note that says "Don't incriminate yourself. I'm wearing a wire." When he asks Donnie about their financial practices, Donnie pretends not to remember anything.

The FBI arrive at Jordan's house to arrest him when they discover the note he slipped to Donnie."

I saw the movie with my wife and neither of us can figure out if they explained how the FBI got the note. Is that shown in the movie?

Also, is that based on fact, and, if so, how did the FBI get the note IRL?

Don't know either. We also know nothing about his relationship with Donnie after that. Either the office was wired with cameras or Donnie turned it in.
