Question about the PD and contract/theft issues

I've run into a problem where a person on the other side of the country has failed to perform on a contract (specifically, a programming related one). They admitted that and said they would return the deposit. They have not. I have their name, address, and phone number. What I am wondering is if the local police department would even allow some kind of complaint to be filed, or is this something I must do through the courts? I should note that the town is one of ~3000.
 
Police probably won't do anything. You might want to contact a local attorney to help you with collections.

Yeah, I figure the local police won't *do* anything, but they may at least file a report, which (might) help in a court case/collections.
