Question about small WU's

Recently I've been getting almost exclusively packets that are 1, 2 or 3 WU's in size. My preferred packet size is set at 33. Right now, I have 200 Packets with 612 WU in my in-buff, an average of only slightly more than 3 WU's per packet. Not sure it matters a whole lot, but I don't remember this happening before.
 
What's happening is they're sending out work units that were sent out before, but never actually tested. Usually these are just one to four units missing at a time. Not unusual.
 
Also remember that some of these smaller WU's are caused by those who have their clients set to small block sizes (they have to break up larger ones to feed the small nabbers). Another source is randoms, which are even worse.
 
When you've been in the contest as long as some of the "old guys" around here (do I qualify? I FEEL old) you'll start noticing periodic times when all the blocks are tiny like this. Just means they are recycling a section of keyspace and hitting all the "holes" that were left previously unchecked. It's perfectly normal. Once the recycled space is completely passed out, they usually move on to an area with lots of large blocks...
