Who polices these small towns on Sunday morning when everyone is at church? I'm talking about those towns where you aren't allowed to not go to church.

Correct, many small counties contract out to the County (i.e. Sheriff's department). There is always going to be at least one officer/deputy on duty or at least available to respond.
