Question about purchasing MS software

Some guy in the For Sale forum wants to trade me a copy of office 2000 Pro for some hardware I have. The Office software is contained in a sealed CD jewel case with a Product Key number shown on the back. No other materials are included. No COA or book included.

I'm sure this is origional, never used software since the package is still sealed. The question is what is the protocol for selling this software? Is there suspose to be a COA contained on a book? I understand OEM software requires hardware to be sold with it. True?

Can someone please give me the scoop. I only want to buy fully legal software.

Better make sure to get the COA or you may be SOL. Just because you have the serial # doesn't mean that you are the owner. It is like selling somebody a car with the VIN and not giving them the "pink" slip.
