Question about Overclocking and POWER consumption

Suppose you overclock a chip and kept the voltage the same, does it still consume more power?

Suppose you underclock a chip without lowering the voltage, does the power consumption go down?

PI=V or something like that ;) Its all directly proportional, if voltage goes up, current can decrease, if voltage goes down, current will decrease for a given amount of output (wattage, or whatnot).

But the question is, does the power consumption change if you keep the voltage the same.
