Question about IE cache setting...

I have heard that if I change it, my performance will be smoother and more reliable. Sometimes IE slows down or stops responding for about 30 seconds and then starts back. I am using a dial up and log on consistently at 50666bps and never have this problem with netscape. Can someone please help?
