Question About Fan Controllers

Is it a good idea to use a fan controller? I bought this one awhile ago and was debating on using it or not. http://www.xpcgear.com/aerogateiibl.html

I use them in all my systems to keep things quiet. If you want a good balance between noise and cooling, I would set your controller to about 3000 rpm.
