Question About Electricity Usage Of Variable Speed AC Motor

On a corded, 120VAC, electric drill, with variable speed trigger, does the motor use less electricity at half speed, or does the variable speed electronics just route the extra electricity to ground, thereby using just as much as if it was full on? Would having a load on it effect the difference?
