Question about dsl/cable sharing device

ive used a dlink di-701 in the past but have a question.

based on how my network is setup I cannot run DHCP, however I need to limit who has access to the sharing device. Kind of tough withouth DHCP.

an option like limiting connections by mac address is the most favorable. I have also thought about running a private 255.255.255.252 subnet mask on the internal segment to only allow 4 ip's/users. however this is the most unfavorable solution.

here is the other problem, all the the users will be coming in on one line, so any mac address limitations would have to be able to support multiple mac address security on a single port.

I have a intel 220 series managed hub, but I think it only locks ports to one mac address.

also any sharing device that allows custom static routes should work.
