Question about Chipset drivers for Intel 815E chipset

My friend is having problems with unstable pings (spikes to 600 ms for 5 minutes or more) while gaming online. His roommate shares the same T1 connection but does not have the problem. He has already tried swapping ethernet cables, ethernet ports, and changing the network card, but nothing helps. I suspect that maybe he needs to upgrade his Intel 815E chipset drivers. I'm not too familiar with Intel chipsets, but are there some Intel drivers similar to the VIA 4in1 drivers? What else might be contributing to the problem?
