That's a PCI card holder for steadying the unsupported end of (old fashioned) really long PCI cards. You don't see that type of card very much nowadays so I either take it out of the case or use it as a place to route some case wiring through.

There may still be some workstation class vid cards that long.

heh, that makes sense, i think i just remember a long long time ago i had a 286 with a hercules video card that was very very long. well it was my dads its been chucked now so i can't take another look at it

There are still some full length raid cards out there such as this beast:

Mylex eXtremeRAID 3000

We use processor boards here that require those supports, its just not common in typical consumer products.

Yup, thats a long card. WAY back in the day I remember some of those cards that ran the whole length of the PC...crazy.
